The Penguin show runner Lauren Lefranc talked about why Robert Pattinson’s Batman did not show up in the series.

In an interview with Empire Magazine, LeFanc had a pretty simple explanation for Batman’s absence.  Gotham City is a big place with a lot of problems and Batman cannot be everywhere.

“What [executive producer] Matt [Reeves] reiterated to me early on is that it’s a big city and Batman can’t be everywhere. He doesn’t have a Spidey-sense that tingles. But just because we don’t see Batman in our show doesn’t mean he’s unaware or uncaring.”

LeFanc’s explanation lines up with Reeves’ comments on Batman being busy.

The Batman has Limits

Some fans have taken umbrage that the Dark Knight did not even make a cameo in The Penguin. The series depicted a violent and disruptive gang war between Penguin and Sofia Falcone for the keys to the Falcone crime empire. Fans speculated that the gang war should have drawn the attention of Batman at some point.
But fans forget that Gotham is in pretty sorry shape since the climax of The Batman. The Riddler blew up the sea walls and flooded much of the urban city. Not surprisingly, crime and looting have skyrocketed in the disaster. On top of that, Batman has been aiding a lot of rescue efforts to help citizens who were trapped, needed shelters, or food. So with Gotham City turning into near-anarchy, it should not be a surprise that there is a lot events that demand the Dark Knight’s attention. This makes it it easy for the Penguin and other mobsters take advantage of the chaos.
LeFanc also made it clear that the ending of the series also greatly informs Gotham City’s status quo in The Batman: Part II.
“The events that have taken place in Gotham City, and the repercussions that come with them, will carry into the next film.”
It will be a while for Bat-Fans to see the fallout of the Penguin’s war with the Falcones. The Batman Part II recently pushed its release date to October 1, 2027.
