Based on the very first promotional image as well as some concept art released last year at Comic-Con, we knew Superman would be appearing in Justice League. Since then, however, he has been absent from all marketing material. Including the Comic-Con trailer, we’ve yet to see the Man of Steel in ANY marketing material for the upcoming flick. Most footage thus far heavily features Ben Affleck as Batman, recruiting and cooperating with the other members of the League.
Rubie’s Costume Company acquired the official license to sell costumes based on the upcoming crossover movie. To do so, they premiered a promo image that not only teases their line of costumes, but for the Justice League website as well. The image has the full roster of the Justice League standing side by side. The full roster does in fact include Supes.

There’s something awfully familar about this image. Some of the League members appear with new front-facing photos. However, that image of the Superman is cut directly from the first Justice League image that premered at Comic-Con.

My guess is that Rubie needed an image with Superman in it to advertise that their costume line will feature all the members of the League, including Superman. It seems that WB reluctantly allowed the image, supplying previously released photos of Supes only. It’s likely we’ll see new footage or images of Supes soon, but it wasn’t going to be by Rubie.
Justice League hits theatres November 17, 2017. The film will feature Ben Affleck, Gal Gadot, Ezra Miller, Ray Fisher, Jason Momoa, and Henry Cavill as the Justice League.
