According to the first official synopsis of Gotham‘s fourth episode, viewers may discover the origins of Arkham Asylum. The synopsis refers to Arkham as a district, which may imply that Arkham Asylum does not exist yet, and that Arkham will initially be a characteristically distinctive unit or section of Gotham city; one could assume that it is a residential district. This might cause one to wonder if Arkham will eventually manifest itself in the form of an asylum (i.e. an actual physical building), or if it will become a sprawling mega-prison-city similar to (but not the same as) the one presented in the video-game, Arkham City. Regardless, what we do know is that, at the very least, Arkham will be addressed in Gotham Season 1, Episode 4, which is aptly titled “Arkham.”
