It appears to be that ‘Day 1 Studios’, the developers behind FEAR 3 & Fracture, had previous plans for a Batman Video Game that soon became Cancelled. This Batman game took place in the 1980’s Batman book ‘Gotham by Gaslight. According to ComicBookNews, “Day 1 Studios tried to work with THQ to publish the game, but after an unsuccessful pitch Gotham by Gaslight was canned”.
