After my last article, Batman Comic Issue #15 Covers: Reduce, Recycle, & Reuse, it seems that Brett Booth has set the record straight after responding to my question. Here’s what Booth straightened out:

So it’s not the Batgirl #15, which had a similar cover to Booth’s. However, the Before Watchmen Group was released and I can see how DC Comics took much inspiration from Booth’s cover art. It does look very similar with the same concept design of a figure in shadows holding cards. Yes, these are two different characters and the cards are reversed in Before Watchman: Moloch #2.
